Job Summary

Reporting to the Director of Human Resources, the Human Resource Manager will assist in planning, organizing, directing, controlling and evaluating the operations of the Human Resources department. He/she will also participate in the development and implementation of policies, programs, and procedures regarding human resource planning, recruitment, training and development, occupation classification and compensation and benefit administration. The Human Resources Manager develops and manages employment programs, job evaluations, equal opportunity initiatives, and education and training.

* Candidates with demonstrable knowledge and the successful management of short and long-term disability claims and training & development will be preferred.

Key Responsibilities:

  • Plan, organize, direct and evaluate the operations of Human Resources units assigned.
  • Assist in planning human resource requirements in conjunction with other departmental managers.
  • Oversee internal and external training and recruitment activities. Administer employee development through the creation of action plans, performance improvement plans and succession planning.
  • Advise and assist other departmental managers on interpretation and administration of personnel policies and programs.
  • Organize and conduct employee information meetings on employment policy, benefits and compensation and participate actively on various joint committees.
  • Ensure compliance with legislation. Provide current and prospective employees with information about policies, job duties, working condition, wages, and opportunities for promotion and employee benefits.
  • Advise managers on organizational policy matters such as equal employment opportunity and recommend needed changes.
  • Plan and conduct new employee orientation to foster a positive attitude toward organizational objectives.
  • Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems.
  • Plan, direct, supervise, and coordinate work activities of subordinates within the assigned business unit.
  • Analyze training needs to design employee development.
  • Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.
  • Conduct exit interviews to identify reasons for employee termination/resignation.
  • Prepare personnel forecast to project employment needs. Assist and oversee full recruitment services including front end needs analysis, job postings, sourcing, interviewing, and employee offers.
  • Build strong relationships with local organizations, recruitment agencies, educational institutions, learning and development suppliers to enable Chapman’s to achieve business objectives. Take a lead role in developing partnerships with local educational institutions, identifying and implementing a strong co-op recruitment program.
  • Administration and oversight of all apprenticeship programs.
  • Assist with the identification of training needs, the selection, development and delivery of appropriate programs.
  • Assist in compiling relative HR metrics, analyzing, reporting and identifying trends with recommendations provided.
  • Back up to Director of Human Resources position in regards to HACCP duties and responsibilities.

 Position Requirements:

  • A bachelor’s degree in a field related to personnel management, such as business administration, industrial relations, commerce or psychology.
  • Completion of a professional development program in Human Resources required.
  • 5+ years of Human Resources experience in a management role required.
  • Proven ability to build strong working relationships, internal and external to the organization.
  • A self starter with a high degree of initiative.
  • Experienced in all aspects of recruitment.
  • Strong presentation and facilitation skills.
  • Well developed coaching and leadership skills, both on a formal and informal basis.
  • Creative, forward thinker. Data analysis skills and research skills required.
  • Demonstrated ability to provide beneficial recommendations to solve HR related issues related to regulations, laws and policies.
  • Demonstrated knowledge of change management.
  • Ability to develop and implement strategies.
  • Effective communication skills with individuals at all levels of the organization.
  • Superior telephone manners and strong interpersonal skills.
  • Excellent typing skills, including proper spelling and grammar. Presentation skills required.
  • Able to deal with people sensitively, tactfully, diplomatically, and professionally at all times.
  • Able to work efficiently as a part of a team as well as independently.
  • Computer literacy, including effective working skills of MS Word, Excel, PowerPoint, e-mail, and internet required. Ability to use general office equipment.
  • Excellent time and project management skills. Attention to detail in all areas of work.
  • Strong problem identification and problem resolution skills.
  • Ability to interpret and implement company policies and procedures.
  • Motivated individual with proven initiative.
